The mysterious mode of transportation that you've been seeing is a $1,499 scooter called the PhunkeeDuck. The 2 wheeled self balancing board/scooter was originally invented by IOHAWK but was apparently ripped off by PhunkeeDuck.
Many are reporting that after about an hour of practice, you can get going on the 22 pound Segway (but with no handlebars). How do you use it though? By pointing slightly downward with your left foot you can turn right, while pointing slightly downward with your right foot you will turn left. In order to move forward and backwards, you just need to lean in that direction.
Depending on which model you buy, you'll pay anywhere from $600 to $1,800.
